And it was not only the Einsatzgruppen that quickly began to slaughter civilians on a massive scale. As for the utilization of weapons, the situation of Warsaw is instructive. When the surrounded city’s commander asked for terms, the Germans demanded unconditional surrender, a concept about which they were enthusiastic at that time. When that was not immediately forthcoming, the German air force immediately carried out massive raids designed to destroy as much of the city and kill as many of its inhabitants as possible.

The implication, however, was that the restraints observed when fighting related nationalities did not apply when the enemy was more visibly different. The conduct of war in Europe did not necessarily have the potential to become total war, but that of world war did.
